The Constitution is the fundamental law of the land, the centralised manifestation of the will of the Party and the people, and has the highest legal status, legal authority and legal effect. The authority of the Constitution stems from the people's heartfelt support and sincere belief, and strengthening the study and publicity of the Constitution is an important foundation for its implementation. Guided by Xi Jinping's thought on the rule of law, carrying forward the spirit of the Constitution, establishing the authority of the Constitution, and fully implementing the Constitution are of great significance to the comprehensive construction of a modern socialist country, and to the comprehensive advancement of the great rejuvenation of the Chinese nation with Chinese-style modernisation.

On the occasion of the 11th National Constitution Day, the Law School of Southeast University, under the guidance of Jiangsu Law Society and the support of Propaganda Department of the Party Committee of the University, Academic Department of the Party Committee of the University, Research Department of the Party Committee of the University, Youth League Committee of the University and the Legal Affairs Office of the University, has organised the final speech contest league and youth legal literacy contest of Jiangsu Universities for the ‘Welcoming the National Constitution Day, the Rule of Law and Building Dreams for a New Era’ in 2024. The final round of the Speech Contest League and the grass-roots activities of the rule of law culture of young volunteers for legal literacy. The activity was led by Southeast University, Nanjing University, Nanjing Normal University, Soochow University, Nanjing University of Aeronautics and Astronautics, Nanjing University of Science and Technology, Hohai University, Jiangnan University, Nanjing Agricultural University, Nanjing University of Technology, Nanjing University of Finance and Economics, Nanjing Audit University, Jiangsu Normal University, Yangzhou University, Jiangsu University, Changzhou University, China University of Mining and Technology, Nanjing Forestry University, Jiangsu Ocean University, Jiangsu Police College, Nanjing University of Information Engineering, Jiangsu University of Police, Nanjing University of Information Engineering, and Jiangsu University of Technology. On 1 December, the final round of the Speech Contest League ‘Welcoming the National Constitution Day, Building a New Era by the Rule of Law’ and the Rule of Law Cultural Grassroots Tour by Young Law Volunteers were held at the Jiulonghu Campus of Southeast University.

At the beginning of the activity, Yang Shudong, member of the Standing Committee of the Party Committee of the University and Director of the Party Committee Office, delivered a speech. Director Yang Shudong said that this year is the 75th anniversary of the founding of the People's Republic of China, but also the 70th anniversary of the promulgation of the first Constitution of New China, to carry out a good study of the Constitution and publicity education, is of great significance, mission and honour. Southeast University always uphold the spirit of the rule of law, attaches great importance to the work of the rule of law, for many years to hold various types of rule of law cultural activities, forming a rule of law cultural construction brand with the characteristics of Southeast University. Director Yang Shudong stressed that promoting the campus rule of law culture festival series of activities, mobilising the majority of young volunteers to go to the grassroots to carry out legal propaganda and promote the culture of the rule of law is an in-depth study and implementation of Xi Jinping's thought on the rule of law, to show the practical action of youth, is to participate in promoting the modernisation of the state's governance system and governance capacity of the concrete practice. Young students should bear the responsibility of youth, and show their youthful behaviour, style and strength in the great practice of promoting the construction of China under the rule of law.

Gao Yuan, Secretary General of Jiangsu Law Society, said that the grass-roots activities of the rule of law culture of young law volunteers is a key activity jointly launched by the China Law Society, the Ministry of Justice and the Central Committee of the Youth League to promote the construction of the socialist culture of the rule of law. Since the activity has been carried out, has become a high degree of youth participation, wide influence, social effects of the rule of law publicity service brand, the majority of young volunteers in the rule of law in the participation of the rule of law practice to show the youth as a youth, blossom of youth light. At the same time, Secretary-General Gao Yuan proposed to do a good job in the ‘youth volunteers of the rule of law grass-roots line of the culture of the rule of law’ activities, we should focus on the word ‘rule of law’, to further highlight the theme; we should focus on the word ‘youth’, to further build up the ‘youth’, to further promote the rule of law. The 17 groups of finalists from various universities in Jiangsu Province who stood out from the preliminary round and the inter-school review round went on the stage one after another and made 6-minute speeches focusing on the theme of ‘Scientific Legislation, Strict Law Enforcement, Fair Justice and Law-abiding by All People’. 

V. Special Programme: Walking with the Law, Constitutional Enlightenment for the Future - Nanjing Southeast Experimental School's Tribute to Constitution Day

Southeast University School of Law has long insisted on the rule of law with the Nanjing Southeast Experimental School, in order to strengthen the rule of law education for young people as the mission, with the co-construction agreement as the starting point, through the anti-fraud education, law preaching, mock court and other forms, to promote the construction of the school's rule of law education base, to promote the rule of law education for young people from the form of deepening the development of the content, to enhance the rule of law teachers and students of the rule of law, to build the school, the family, the community, the tripartite cooperation of the rule of law education network. At this point, the final round of Jiangsu Universities Speech Contest League ‘Welcoming the National Constitution Day, Building a Dream for a New Era by the Rule of Law’ and the grassroots tour of the rule of law culture by the young volunteers of the popularisation of the law in Jiangsu Province in 2024 came to a successful conclusion.

The speech contest actively carry forward the spirit of the Constitution, spread the culture of the rule of law, and further promote the students of colleges and universities to deeply understand the connotation of the rule of law, strengthen the awareness of the Constitution, so that the spirit of the Constitution has taken root on campus, and to contribute to the rule of law in the new era of the college power.
