On 7th December, 2024, the 2024 Annual Conference of Jiangsu Law Society Legislation Research Association was held in Durian Hotel of Southeast University. With the theme of ‘Innovation of Legislative Theory and Practice in Chinese Modernisation’, this annual conference was hosted by the Legislative Studies Research Society of Jiangsu Law Society and undertaken by the Law School of Southeast University, Jiangsu Local Legislation Research Base of Southeast University and Beijing Dacheng (Nanjing) Law Firm. From the Jiangsu Provincial People's Congress, Jiangsu Provincial Department of Justice, Jiangsu Provincial Law Society and other party and government organs and people's organisations, as well as Southeast University, Nanjing University, Shandong University, East China University of Political Science and Law, CPC Beijing Municipal Party School, Soochow University, Hohai University, Jiangsu Provincial Academy of Social Sciences, Nanjing Municipal Academy of Social Sciences, Beijing Dacheng (Nanjing) Law Firm and other provincial and foreign colleges and universities, scientific research institutes and law firms, the leadership, experts, A total of more than 150 scholars attended the meeting. The conference is divided into opening ceremony, theme report, seminar, closing ceremony four links.

The opening session of the conference was presided over by Professor Meng Hongzhi, President of Jiangsu Law Society and Director of Jiangsu Local Legislation Research Base of Southeast University.

Zhou Jiye, former vice chairman of the Jiangsu Provincial Committee of the Chinese People's Political Consultative Conference and president of Jiangsu Law Society, Yang Shudong, member of the standing committee of the Party committee and director of the Party committee office of Southeast University, Xiao Jinming, special professor of Shandong University and vice president of the National Governance Research Institute of Shandong University, and Xing Hongfei, professor of the School of Law of Hohai University and president of the Research Society of Administrative Law of Jiangsu Law Society, delivered opening speeches respectively.

At the opening ceremony, Director Yang Shudong, on behalf of Southeast University, firstly expressed his warm welcome to all the leaders and experts attending the meeting, expressed his heartfelt thanks to all the units that strongly supported this meeting, and introduced to all the guests the long history, discipline construction and future development plan of Southeast University and Southeast University Law School. Director Yang fully affirmed the important contribution made by the Research Society of Legislation to the practice of local legislation in Jiangsu Province, and the recent success in promoting the local legislation research base of Southeast University in Jiangsu Province to be selected in the China Think Tank Index (CTTI). He said that Southeast University will continue to spare no effort to cooperate and support the work of the Provincial Law Society, and to promote the Research Society of Legislation to play a greater role in the development of local legislation in Jiangsu Province and the research of relevant national legislation. Finally, Director Yang congratulated the successful holding of the conference and expressed his heartfelt thanks to all the guests attending the conference.

Prof Xiao Jinming and Prof Xing Hongfei delivered speeches on behalf of the sister research societies in and outside the province. Prof Xiao Jinming hoped that the Legislative Studies Research Society of Jiangsu Law Society, under the leadership of Prof Meng Hongzhi, would continue to contribute to the development of local legislative practice and academic research in Jiangsu Province, and that the legislative studies in Shandong Province and Jiangsu Province would further strengthen cooperation and make progress together. Professor Xing Hongfei expressed his warm congratulations to the annual meeting of the Legislative Studies Association, fully affirmed the various achievements of the Association, highly valued the innovation of the Association in organising the annual meeting, and looked forward to the further strengthening of the cooperation and exchanges between the Association and the sister associations in the province.

The last part of the opening ceremony, Zhou Jiye, president of the important speech. First of all, on behalf of the provincial law society to express warm congratulations to the convening of the General Assembly, to all the leaders and experts attending the meeting to send sincere greetings to the host of the meeting of the Southeast University School of Law, as well as long-term support for the work of the provincial law society and the work of the Research Society of Legislation in all walks of life to express my heartfelt thanks. President Zhou fully affirmed the work carried out by the Legislative Studies Association since its establishment. He pointed out that the theme of this annual meeting is ‘Innovation of Legislative Theory and Practice for Chinese Modernisation’, which reflects the political consciousness and action of the legislative community in Jiangsu Province in studying and publicising the spirit of the Third Plenary Session of the 20th CPC Central Committee and in researching and interpreting the spirit of the Third Plenary Session of the 20th CPC Central Committee. The next stage of the work of the Legislative Studies Association, President Zhou put forward three points of view: First, firm political direction and strong thinking, to improve the political consciousness and political sensitivity of legislative studies; second, focus on theoretical research to strengthen the foundation for the construction of China's independent knowledge system of legislation to contribute to the power of Jiangsu; third, focus on improving quality and efficiency of strong construction, and strive to promote the high-quality development of the Research Association.

After the opening ceremony, the conference held thematic reports and seminars. Delegates focused on the ‘Chinese-style modernisation of legislative theory and practice innovation’ theme speech, and carried out in-depth discussions and exchanges. Jiangsu Province, the thirteenth session of the National People's Congress Legislative Affairs Commission Chairman, fourteen session of the National People's Congress Legislative Affairs Commission of the Legal Affairs Committee, Secretary of the sub-party group of the provincial Law Society, Vice President of the Comrade Wang Lasheng made a report entitled ‘seriously implement the spirit of the Third Plenary Session of the Decision’, and strive to promote the reform of the field of local legislation ‘;’ Law ’, editor-in-chief of East China University of Politics and Law, Professor Hu Yuhong, a report entitled “the standard of the definition of the good law”; Soochow University, Deputy Dean of the Law School of Wang Jian, Professor Shangguan Piliang, Vice Chairman of the Legislative Research Society of Jiangsu Law Society, made a report entitled ‘Constitutional Legislation and Constitutional Review in the Legislative Process’.

At the closing ceremony, an award ceremony for outstanding papers was held, and Professor Meng Hongzhi, President of the Research Society, made a closing speech.

This conference is a high-end academic conference held in the context of in-depth study and implementation of the spirit of the Decision of the Third Plenary Session of the 20th CPC Central Committee. The Legislation Research Association of the Provincial Law Society will take the annual meeting as an opportunity to continue to study and implement the spirit of the Third Plenary Session of the Twentieth Central Committee of the CPC, to carry out in-depth research on the theory of legislation and local legislation, and to strive to build the Association into a high-end think-tank to serve the national and local legislative work.
