On December 14, 2024, the Third Jizhi High-end Forum on National Governance was held in Jinan, Shandong Province, hosted by Shandong University and undertaken by the National Governance Research Institute of Shandong University and the Think Tank Construction Centre of Shandong University. The theme of this forum is ‘Institutional Innovation and Modernisation of National Governance’. Meng Hongzhi, Professor of Law School of Southeast University and Director of Jiangsu Local Legislation Research Base, as well as doctoral students Du Zhonghao, Chen Zhenqi, Yuan Haoqiang and Jia Kangle were invited to participate in the forum.

In the first module of the parallel sub-forum IV ‘Rule of Law in Grassroots Social Governance’, Prof. Meng Hongzhi made a report entitled ‘Promotion and Guarantee of Local Legislation on the Rule of Law in Grassroots Governance’, which was based on the newly revised Legislative Law that sets up additional regulations on ‘grassroots governance’ for municipalities in the districts. Taking the newly revised Legislative Law's addition of ‘grass-roots governance’ legislation for cities with districts as an entry point, he discussed the concept of grass-roots governance, the significance of local legislation on grass-roots governance, and the current status of the relevant norms, and looked forward to how local legislation can safeguard and promote grass-roots governance in the future. In the Youth Forum, doctoral students Du Zhonghao, Chen Zhenqi, Yuan Haoqiang and Jia Kangle made presentations respectively.
